Importing part from cad in step format

When I import this file, the meshing tools are not accessible. Do I need to fill in the center hole and then reestablish the hole with Meshing?

    Not sure about your problem.
    Meshing tools menu operates on meshes and they are only accessible once the mesh is available. It need a mesh.
    Once you generate the mesh (right click step file in the tree view) mesh tools menu will be available when you are on top of components and materials .
    Watch any of the Mecway video tutorials in Youtube.
